Telex, a form of telegraph, operates independently of phone lines and in some circumstance can be the only way to send information quickly, like during the 1991 coup. It is still popular in Russia and parts of Easten Europe where the fax is less common. The fax and now E-mail is quickly replacing the telex in European Russia. Most BUSINESS CENTERS offer "telex" services.
