Customs officials are generally reasonable people and most guests pass through entrance customs without difficulty if they observe the regulations specified below. Exit customs can occasionally be a problem. The customs official's job is difficult because rules are vague, contradictory, absurd, and changing, so that each official has considerable latitude to interpret the customs code. Politeness, patience and understanding go a long way. Arrogance and rudeness get you nowhere. Enlist their help in solving any problems.
Customs Code of the Russian Federation: The current Customs Code of the Russian Federation was adopted in June 1993. The latest edition of the Code with comments on current updates was published by "Infra-M-Norma" (Moscow) in 1997. To the best of our knowledge, the Russian Parliament plans to adopt the new Customs Code of the Russian Federation early next year.
